On UNIX mode volumes, if a user expects to be able to change the ownership of any file that they are listed as owning by the ls(1) command, they will need the Supervisory right on the file. This is because UnixWare allows a file's owner to change ownership on the file, while NetWare requires instead that the user attempting the ownership change have the Supervisor effective right on the file.
You may want to set up login directories for UnixWare users that are roughly equivalent to UnixWare HOME directories. To enable the login ID that corresponds to a particular login directory to be able to change the ownership of any file under that directory, assign the Supervisor right to the login ID by creating a trustee assignment for the ID on the directory.
Do this using NETADMIN or another NetWare utility.
