Assigning user powers

The administrator has the option of granting (or restricting) special powers:

• the ability to administer devices, filesystems, printers, and users

• permission to run utilities otherwise only executable by root

• ``Allowing or disallowing users to schedule tasks'' -- to schedule jobs with the Task Manager.
